All though I dispute the comment 'Ofcom said that unlocking handsets could often be a complicated process, ' No it isn't, just get your screwdriver in the back

discouraging owners from switching providers" is exactly the reason networks choose to subsidise handsets and reduce the price. Anyone can buy an unlocked handset.... they just cost more! Duhhhhh...
